Tax Repealed

What Jackhole at the statehouse decided to create a retroactive capital gains tax and on top of that charge people interest starting in 2002 for a tax that never existed then? Are you kidding me? That's disgraceful! However, I read today that it might be repealed. If they do so, they just wasted money on printing and mailing notices and they will probably do it again to tell everyone "oops, we were just kidding". Moronic, Don't you think?
