Houdini Prisoners

The Department of Correction is trying to figure out how inmates in Wapole's max-security prison are prying open their doors. Complaints by guards about the doors have allegedly gone ignored. Last year, a guard was blinded in an eye by a shank after a con opened his door. Last week, another con got out of his cell and smashed some windows and then handed out razors to other inmates, before the situation was brought under control.
